Dit boek bevat een overzicht van de belangrijkste juridische regels met betrekking tot het gebruik van informatie- en communicatietechnologie (meestal afgekort: “ICT”). De auteur heeft niet enkel een juridische achtergrond maar studeerde en doceerde ook informatiewetenschappen en heeft ondertussen op ICT-gebied een ervaring van bijna veertig jaar. Sinds een twintigtal jaar doceert hij het vak ICT-recht aan een groep van studenten uit diverse faculteiten en disciplines waaronder rechten, communicatiewetenschappen, toegepaste economie, informatica en computerwetenschappen. Zoals de colleges richt ook dit boek zich dus tot een breed lezerspubliek met of zonder juridische achtergrond.

ICT is al lang geen zaak meer van louter specialisten. Onder meer door de explosie van het internet is het voor vrijwel iedereen een onderdeel geworden van zowel het beroep als het privéleven. Omdat ICT alle onderdelen van de samenleving raakt, worden ook alle klassieke rechtstakken met vraagstukken over ICT geconfronteerd. Het boek bevat dus hoofdstukken over heel diverse juridische problemen, gaande van de toepassing van het auteursrecht in de digitale omgeving, over de bescherming van de persoonlijke levenssfeer bij het gebruik van sociale netwerken of het bewijs van contracten via e-mail, tot de strafrechtelijke behandeling van cybercriminaliteit en de regeling van de telecommunicatiemarkt en de audiovisuele media.

JOS DUMORTIER doceert als gewoon hoogleraar informatie- en communicatierecht aan de Faculteit Rechtsgeleerdheid van de KU Leuven en is de oprichter en directeur van het Interdisciplinair Centrum voor Recht en ICT (ICRI). In deze onderzoeksgroep is hij met een twintigtal jonge onderzoekers actief in diverse onderzoeksprojecten over juridische vraagstukken met betrekking tot ICT. Jos Dumortier is ook advocaat aan de balies van Brussel en Kortrijk.
